Toward More Defensible Reliability and Rater Agreement: Competency Gaps, Bias Diagnosis, and Validation Practice

It identifies where direct comparison is justified and where contextual differences require caution. The comparison exposes gaps in cross-study comparability while preserving the distinct contribution of each cited work.
